But for the Alamance County commissioners, that stance wasn’t tough enough. On Monday, the commissioners voted 4 to 0 to approve a new ordinance that will put more stringent requirements in place to regulate sexually oriented businesses. Commissioner Bill Lashley did not attend Monday’s meeting. The ordinance presented to the commissioners increases fees for such businesses, limits the areas where they can operate and requires licenses for and background checks on all employees of such establishments. The staff recommended background checks to find out whether employees had been convicted of any sexually related crimes. But the commissioners toughened that requirement at the request of Commissioner Doug Fincannon, who asked that the background checks also include any drug-related charges. “We’re not trying to do away with (sexually-oriented business es) at all,” County Manager David Smith said. “We’re trying to pro tect the public from them.” County Planning Director Craig Harmon added, “I feel it’s a pretty sound ordinance.” Under the current ordinance, sexually oriented businesses only have to pay a $20 fee to apply for a license. Once the license is issued, business owners do not have to reapply for a license unless the county revokes the license. The new fees, ranging from $50 to $500, would help cover administrative costs associated with permitting the businesses and background checks performed by the Alamance County Sheriff ’s Department. The new regulations would also: Prohibit such businesses within 1,000 feet of residential properties. Add community recreation centers to a list of places that adult businesses could not open within 1,500 feet of. That list includes any church or house of worship, elementary or secondary schools, public parks and child-day-care facilities. Prohibit anyone under the age of 21 from being admitted to or working at an adult establishment.
